In the mid-1990s, the United Nations considered that the Universal Declaration of Human Rights, which applied to states, did not explicitly cover business needs.

That is why John Ruggie, then Special Representative of the Secretary-General of the United Nations, was entrusted with the development of the Guiding Principles on Business and Human Rights, which focuses on protecting, respecting and remedying such rights in business.
